the investigative report Crossroads: Congress, the Corps of
Engineers and the Future of America's Water Resources, the
National Wildlife Federation (NWF) and Taxpayers for Common
Sense (TCS) read through tens of thousands of pages of Corps
documents and conducted dozens of interviews to rank the most
environmentally and fiscally wasteful water projects in the
nation. The report provides an action agenda for Congress
and the Bush Administration to redirect the Corps toward more
responsible, cost effective projects that protect the environment
and use tax dollars wisely.

the Ashes: Reducing the Rising Costs and Harmful Effects of
Western Wildfires
To fight
the severe Western wildfires of 2000, taxpayers spent more
than $1 billion and 27,000 firefighters put their lives on
the line. But too much of this labor and money was wasted
because Congress and the Forest Service failed to carry out
many reforms promised after the wildfires of 1994. From the
Ashes calls on the new Administration and the 107th Congress
to act in their first 100 days to finally follow through on
long-promised reforms to save money, protect homes and natural
resources, and reduce unecessary risks to firefighters. (Dec.
