2010 Defense Budget Winners and Losers

The day last April when Defense Secretary Robert Gates revealed the Defense Department’s 2010 budget has become known as “Black Monday.” Eight major DOD programs were nominated for termination, and several others for deep reductions. Of the eight programs marked for death, six went to their graves while two held on to fight another year. What were the factors that contributed to some programs’ survival and others’ demise?
