The President’s response to House and Senate conference committee negotiators. The President proposed 13 potential offsets to pay for increased spending above the farm bill baseline. The President agreed to an additional $10 billion in spending, so long as there were no budget gimmicks or tax increases used to pay for the increases. President’s suggestions included crop insurance reform, elimination of planting restrictions, and changes to the sugar and dairy programs, for example.
