The traditional partisan earmark split was maintained. Of earmarks requested by only Republicans or only Democrats, the old 60/40 majority/minority ratio largely remains true; the split this year was 56 percent ($5.4 billion) for the majority Democrats and 44 percent ($4.2 billion) for the Republican minority. Earmarks with bipartisan support totaled an additional $5.2 billion. The rest were undisclosed. An additional $19.3 billion in earmarks were proposed by the President in his budget.
In FY08, TCS found that 57 percent of the earmarked dollars went to the majority.
