Uncle Sam provides funds for flood and storm reduction projects, and federal flood insurance is used to protect homes. Too often, transportation projects are funded based on political muscle rather than project merit.

We demand a smarter disaster response from government and getting the financial incentives right like charging risk-based rates for flood insurance.
