“We’re concerned that this guidance was rushed in order to appease industry asks, not to protect taxpayer interests,” said Mia Huang, a policy analyst at Taxpayers for Common Sense, in a statement. “The guidance lacks clear and strong safeguards with regards to monitoring, reporting, and verification (MRV) plans.”
