According to Taxpayers for Common Sense, the Colorado sale involved the second time a replacement sale has been triggered by the new law. The first one was held in Wyoming on Dec. 30 and attracted bids from just two companies, which each acquired a single 80-acre lease parcel for the legal minimum bid of $10 per acre. Less than 1% of the available acreage was leased, the group says.
