The House started debating the Rule governing consideration at 6:10, that means if all follows form they Supplemental itself will be on the floor around 7:30 with an hour of debate and final passage coming up at 8:30-8:45. Or in other words a little more than 24 hours after the conference report was filed publicly. 

The spending bill contains $124 billion in emergency spending and has changed in significant ways since they last considered the bill. We didn’t even finish databasing the provisions, so I don’t know how many members of Congress found the time to figure out what is in this bill. The new leadership still has a long way to meet their promises of an open and transparent Congress.
