The long-term continuing resolution for FY07 appropriations is supposed to be considered by the House on Wednesday. It should come out on Monday to go through Rules, then to the floor under a closed rule (yet another closed rule in the new more open House). Two interesting tidbits I have heard is that there will be an affirmative statement that none of the FY06 earmarks will remain in effect (which was how the last long term CR was handled in the for FY96). Of course that kind runs counter to the other piece I’m hearing which is there will be some adjustments to programs funding levels – which starts moving you into earmark territory. My source also indicated that in some folks are pushing to have guidance language (this and that and the other project should be funded), but others, correctly, interpret that to be virtual earmarks.
