Various forms of emergency spending are included in this Fiscal Year 2023 Omnibus Appropriations Act. One of the major tranches of emergency funds is for assistance to the people and government of Ukraine, as they fight off Russian aggression.

Looking only at the funds set aside in the Pentagon and State Department budgets, the Omnibus provides $43.8 billion. Of that total, $15.9 billion is in State Department funding and $27.8 billion is in Pentagon accounts.

We’ve broken down the totals for you, account by account, in the chart below. But we call your attention to the sheer size of the amount. $11.8 billion that is actually staying in Pentagon hands for the “replacement of defense articles for DoD stocks.” These funds are, presumably, to buy equipment and ammunition already sent to Ukraine and, thereby, replenish the military service stockpiles. So, everyone should be clear that, of the $27.8 billion Pentagon funding, really only $16 billion is for new assistance to Ukraine.

And of the $15.9 billion for the State Department and related agencies, $12.9 billion is for the “Economic Support Fund”. This money is, “for assistance for Ukraine and countries impacted by the situation in Ukraine, which may include budget support.”

Transparency has lagged on how these funds have been spent in the recent past. So we’re particularly pleased to see three different Inspectors General getting a total of $19.5 million to maintain oversight of these funds as they are expended on the situation in Ukraine.
