The Senate version of the 2009 Department of Homeland Security appropriations bill includes 19 congressional earmarks for a total of $197,000,000 ( click here for the database ). Here are some of the highlights:

$4,500,000 for a 2010 Olympics Coordination Center in the state of Washington, courtesy of appropriations committee member Senator Patty Murray (D-WA). The 2010 Olympics are being held in Vancouver, British Columbia, Canada.

$39,700,000 for the Advanced Training Center for the U.S. Customs and Border Protection in Harpers Ferry, West Virginia, courtesy of Senate Appropriations Committee Chairman Robert Byrd (D-WV). The administration has not requested any money for its expansion. Senator Byrd got the center approved in 2000 and has been obtaining earmarks for it since.

$108,000,000 for the National Domestic Preparedness Consortium. $22,000,000 went to each of the following four entities: National Energetic Materials Research and Testing Center, New Mexico Institute of Mining and Technology, obtained by Senator Pete Domenici (R-NM); National Center for Biomedical Research and Training, Louisiana State University requested by Senators Vitter (R-LA) and Landrieu (D-LA); National Emergency Response and Rescue Training Center at Texas A&M University, requested by Senators Hutchison (R-TX) and Cornyn (R-TX); and the National Exercise, Test and Training Center, Nevada Test Site, requested by Majority Leader Harry Reid (D-NV).
