The 2009 House Financial Services Appropriations bill contains 197 earmarks for a total of $57 million ( click here to see the database ). The Financial Services Appropriations bill includes funding for the Department of the Treasury, the Executive Office of the President (EOP), the judiciary, the District of Columbia, and 20 independent agencies.

Here are some of the earmark highlights:
  • Rep. Rob Bishop (R-UT), requested $100,000 for the World Trade Center in Utah . The World Trade Center “is a vital part of a dynamic global economy, where forward thinking businesses turn to international trade and investment as the key to assuring their long-term prosperity,” according its website. There is also a World Trade Center earmark for Nebraska and our friends at Citizens Against Government Waste (CAGW) had reported a similar earmark for Montana.
  • At the request of Rep. Maurice Hinchey (D-NY), who sits on the Financial Services Appropriations subcommittee, $400,000 went to the Solar Energy Consortium to promote entrepreneurship in the solar energy industry. No wonder, Rep Hinchey helped to create the Solar Energy Consortium, which is a group of private and public companies and institutions, including Cornell University that will develop new ways to “efficiently and effectively deliver energy from the sun.” Hinchey had previously steered at least $1.5 million in the direction of the consortium.
  • $700,000 for the Enterprise Center in Chattanooga, TN at the request of Appropriations Committee member, Rep. Zach Wamp (R-TN). Established in 2002 by then-Mayor Bob Corker, The Enterprise Center was originally formed to house the city’s economic development initiatives, including the HUD-designated Renewal Community federal tax incentive program. Since 2004, Rep. Wamp has supported the Center.  
  • $17,500,000 was obtained by Rep. Kirsten Gillibrand (D-NY) for renovations at the FDR Presidential Library.
  • $300,000 for the Fairplex Trade and Conference Center requested by Rep. Grace F. Napolitano (D-CA), along with her colleague, Rep David Dreier (R-CA). This is a new 85,000 square foot, state of the art facility that will “attract and benefit Southern California small businesses via trade shows, conferences, and other events.” It will also “have both small and medium-sized meeting rooms outfitted with broadband connectivity, wireless integration and satellite two-way communications.”
  • $150,000 request by Rep. Barbara Lee (D-CA) for the East Bay Green Jobs Project. This project will work with existing training and education programs, and form new programs that teach skills applicable to jobs in the alternative energy and emerging green industrial sectors.
