Our database catalogues each of the program increases for the Pentagon’s Procurement and Research, Development, Test, and Evaluation (RDT&E) accounts included in funding tables accompanying the House and Senate Defense Appropriations bills for FY 2026. When Congress passes a final Defense Appropriations Act for FY 2026, we will update the “final amount” column of this database to reflect increases in the final bill’s funding tables.

Our database reveals that the funding tables for the House and Senate Pentagon spending bills for FY 2026 include 1,403 program increases totaling over $52 billion for Pentagon Procurement and RDT&E. This database does not include funding for the Pentagon appropriated through the One Big Beautiful Bill Act (OBBBA).

Count: This column simply lists the total number of line items shown based on the filters you’ve applied.

House Amount: This column shows the amount of money for each program increase proposed in the House version of the FY 2026 Defense Appropriations Act.

Senate Amount: This column shows the amount of money for each program increase proposed in the Senate version of the FY 2026 Defense Appropriations Act.

Final Amount: This column will be updated to reflect increases in the final FY 2026 Pentagon spending bill’s funding tables once Congress passes a final bill.

Program Increase: This column lists the text that was offered to describe each program increase. Entries that simply state “program increase” in this column reflect unspecified increases to the broader program element (defined below). Some line items include multiple descriptions of the same increase separated by a slash, indicating that the same increase was found in more than one set of funding tables (i.e. House / Senate / Final), but phrased differently. For these line items, bold text in this column matches the text found in the funding tables for the final bill.

Amendment: This column tracks whether an increase was added to the Pentagon spending bill as a floor amendment. If it was, the column lists the number of the amendment as listed in the House rule for this bill. The Senate has not brought its draft bill to the Senate floor, so no floor amendments have been offered.

Sponsor: This column lists the lawmakers who sponsored each program increase, where that information is available. Due to the lack of transparency surrounding these increases, only increases offered as floor amendments list sponsors. Sponsors for the rest of the program increases are undisclosed.

Zero to Hero: This column lists whether a particular increase was for a project that did not receive any funding in the Pentagon’s budget request.

Unfunded Priority: This column lists whether a program increase appears to respond to the Unfunded Priorities Lists (UPLs) submitted to Congress by military service branch leaders and combatant commanders.

Program Element: This column lists the program element that each program increase falls under. Blank entries indicate that the program element associated with the program increase is unknown or unspecified.

Service Subsection: This column lists the subsections of each military service branch section that the program increases fall under. RDT&E programs are not subdivided in the spending bill in the same way, so most RDT&E increases generally do not list service subsections.

Bill Subsection: This column lists the subsections of the spending bill for each military service branch, as well as Defense-wide spending.

Bill Section: This column simply lists whether a program increase was for Procurement or for Research, Development, Test, and Evaluation (RDT&E). Our database does not track increases for Military Personnel, Operations and Maintenance, or Military Construction.

Proposed Funding Offset: This column lists the section of the spending bill that lawmakers proposed subtracting from in order to fund their program increase. Only the program increases offered as floor amendments list proposed funding offsets. The offsets for increases proposed in committee are undisclosed.

Each column within the database can be filtered to limit the type of program increases shown. To do this, you can click on the categories listed above the data table and select which data points you want to include.

To remove filters you’ve applied, you can simply click the name of the filter that appears below the dropdown menu after you select it. You can also refresh the page to quickly reset the database and remove any filters you’ve added.

As an example, if you want to see the program increases for procurement proposed by members of the House, you can click on the “Bill Section” drop down and select “Procurement.” The Totals tab at the bottom of the database will update to show the total amount of Procurement adds, and the House column will show the cost of procurement increases proposed by House members. To then get the total count of House-proposed adds for procurement, you can sort the House column from highest to lowest by clicking the arrows at the top of the column, scroll down to the lowest cost increase, and check the count in the “Count” column. If you then want to narrow that selection to show only Zero to Hero increases, you can click the “Zero to Hero” dropdown and select “yes” to update your results. If you then want to clear the “Procurement” filter so the database displays all Zero to Hero adds, you can click “Procurement” under the drop-down option for “Bill Section.”

Note that for the “Count” column, if your data selection includes lines that have funding in both the House and Senate bills, it will still only count that line once.

The information in this database is sourced directly from congressional and administration budget documentation. Our sources include the House Appropriations Committee report accompanying the House-passed FY 2026 Defense Appropriations Act (H.R. 4016), the Senate Appropriations Committee report accompanying the Senate Appropriations Committee draft of the FY 2026 Defense Appropriations Act (S. 2572), the House Rules Committee’s rule governing debate for H.R. 4016, the justification books included in the Pentagon’s budget materials for FY 2026, and the Unfunded Priority Lists submitted by military service leaders and combatant commanders.
