A coalition led by free market think tank CEI is urging Congress to create a national mileage-based user fee pilot program, to move towards replacing the fuel tax. “We urge you to prioritize protecting and strengthening the users-pay principle in the 2020 surface transportation reauthorization and support the development of a nationwide, interoperable road usage charge pilot,” wrote CEI in a letter to lawmakers, which is also signed by groups including the American Consumer Institute and Taxpayers for Common Sense. The idea has support from leaders in both parties, but may still need to gain some political traction.
