Late yesterday the Senate rejected the House passed Emergency Supplemental Appropriations Bill, which included $18 billion in new loan guarantees for the Department of Energy Loan Guarantee Program. The $18 billion was added earlier this month by the House Appropriations Committee and earmarked for nuclear reactors and renewable energy, with each receiving $9 billion. The loan guarantees, were unjustifiably added at the 11th hour to the supplemental spending bill, the purpose of which is to provide funding for the war in Afghanistan and emergency priorities, not to circumvent the regular appropriations process to fast-track lawmakers' pet projects.
