H.R. 3684 – The Infrastructure and Investment Jobs Act (Bipartisan Infrastructure Deal) was signed into law by President Biden on November 15, 2021 after the House of Representatives voted its approval on November 5 by a vote of 228-206. Originally passed by the Senate on August 10 (69-30), the bill languished in legislative purgatory as Democrats ironed out the details and timing of the broader “human infrastructure” focused reconciliation package. While final agreement on that legislation has proven elusive, federal agencies have begun implementing provisions within the Infrastructure Bill.
